wunghau from xda-developers has shared this neat weather widget in the Galaxy Ace boards but it is working on the Galaxy Y just fine in terms of widget size and image quality.

The widget has been extracted from some duplicate Note II device (Chinese I suppose). It is not powered by AccuWeather but by YAWeather.

This widget for now has only one bug, and that is adding the city. It very likely that you will get an error message that it fails to add a city, that problem can easily be solved by following the instructions you will find below.

Download the widget - Click here.

Instructions:
  1. Download the APK to your sdcard
  2. Install it just like you install any app
  3. Go to your homescreen and long-press
  4. Go to Widgets, scroll down and you should see the YA Widget app
  5. Choose either 4x1 or 4x2 and it will appear
  6. Tap on the widget to add a city
If it says failed to add city:
  1. Uninstall the app
  2. Boot into Recovery mode and wipe cache
  3. Reboot your phone, install the widget again and try adding a city
  4. Enjoy
